Human Resource System (HRS), Business Enhancement System Transformation of ERP (BEST), Web Applications, LCAP Online Template, and Student Information Systems. HRS and the BEST project provide mission-critical core business functions to LACOE and over 90+ educational institutions throughout the county of Los Angeles.
- HRS, an integrated payroll and retirement system, maintains information for over 140,000 employees. The BEST project is the integrated Enterprise Resource Planning System for budget, finance, human resources, and payroll. It centralizes and standardizes LACOE’s financial processes.
- The Web Applications team develops custom, web-based applications and programs, enhances functions in existing client websites, and hosts and supports various essential and mission-critical web-based applications.
- The Student Information Systems team provides development, maintenance, production and customer support for all court schools, Renaissance Community schools, Los Angeles High School of The Arts (LACHSA) and International Polytechnical Academy (IPOLY).
- The Business Intelligence team manages data retrieval and analysis, as well as providing reports and dashboards using Microsoft Power BI.

The primary functions of the HRS application include Payroll, Personnel, Position Control, Warrant Reconciliation, and Retirement Reporting. Other additional services include the Teacher Credential verification and the Garnishment Tracking application.
Web Application Services, a unit of Applications Development and Support, is a team of highly skilled web developers, system analysts, application architects, and project management staff who are dedicated to turning ideas and goals into real solutions with the latest web-enabled technology. We have extensive experiences in technical consulting, transactional web-based applications, content management systems, SharePoint Online, and perform technical maintenance and support of production applications.
Student Programs Support
- All LACOE schools are using AERIES as a Student Information System (SIS). This system stores information regarding student demographic, enrollment, attendance, student intervention and suspension incidents, grades and graduation transcript data, etc. The team provides technical and functional user support, participates in the training of school staff, and assists in the integration of SIS with third-party educational and assessment applications used in the schools' curriculum process.
- The team develops custom processes to accommodate LACOE Educational Programs' special needs, implement custom management and end user reports, and provide data extracts and reports to satisfy LACOE cabinet members and Educational Board requests.
Special Education Support
- The team developed a custom Student Information System, supporting the Individual Educational Plan (IEP) process and services for students with special educational needs (SPED-X). LACOE SELPA uses SPED-X to create IEPs for students, keep track of duration and frequency of special educational services assigned by IEPs, log date and time of these services. Various end user reports and SELPA management reports were also developed and made available.
- The SIS team developed a custom application to support LACOE Transition Partnership Program (TPP). This application assists TPP program staff to help students between the ages of 16 - 19 to make a successful transition from school to work and achieve employment and educational goals.
- A full integration of AERIES SIS with SPED-X and TPP system was developed, which allows educational staff providing special educational services a complete assessments of student needs, goals and special requests and required accommodations.
State and Federal Data Reporting
- The SIS team is leading the effort of submitting Student Information Systems data to CALPADS – the California State Student Information System. The results of this data submission define LACOE Educational Programs funding and resources which state and federal categorical programs allocate to LACOE schools.
- The team participates in the Civil Rights Data Collection survey (CRDC). This survey requires LACOE, as a Local Educational Agency, to report wide-ranging educational data to the Federal Office of Civil Rights.
Power BI is a business analytics service by Microsoft that provides interactive visualizations and business intelligence capabilities with an interface simple enough for end users to create their own reports and dashboards.
The business intelligence team in AD&S is responsible for managing data retrieval and analysis as well as developing Power BI reports and dashboards within the organization. The goal is to help stakeholders understand data and to make it easier for them to find insights by exploring data in a way that is intuitive and natural, making it easier for them to identify patterns and trends. They also allow users to drill down into data to get more detailed information.

Educational Passport System (EPS)
EPS is a data sharing system between all school districts within Los Angeles County specifically to share foster youth information. It also supports case management for Community Schools and provides access to key data reports.
